This workshop will examine the Australian government’s proposed emissions trading scheme – the Carbon Pollution Reduction Scheme (CPRS).

The workshop will also examine:

  • emissions trading schemes more generally
  • the international context in which emissions trading schemes operate
  • other mechanisms by which greenhouse gas emissions can be regulated, focusing on both policy and law.

The workshop will benefit lawyers, business people, academics, those working at all levels of government, policymakers and those from non-government organisations.

Topics covered

Running over three days (with two sessions per day) the workshop will cover:

  • UNFCCC, the Kyoto protocol and post-Kyoto structures
  • mechanisms for pricing carbon (particularly carbon taxes and emissions trading)
  • key design elements of emissions trading and comparative perspectives
  • detailed discussion of the proposed CPRS including targets, coverage, treatment of EITE industry, offsets and reporting and compliance
  • renewable energy and carbon capture and storage.

Format

There will be lectures, presentations, workshops, group discussions and a virtual emissions trading exercise.

  • The workshop will be led by Sharon Mascher and David Hodgkinson.
  • Representatives from government, industry and law will provide guest lectures, presentations and seminars.
